1. Distributed intelligence needs explicit seams
AIOS has no master agent in which all intelligence resides. A useful result can emerge from human purpose, canonical files, composed contexts, specialized models, exact operations, review, and reintegration. Human purpose and consequential authority remain structurally privileged, but no one model invocation needs to contain the whole project.
Delegation makes that no-center architecture explicit. Adding more agents does not automatically create more intelligence. It can create:
- duplicated work;
- shared blind spots;
- incompatible assumptions;
- conflicting file mutations;
- unverifiable summaries;
- reintegration burden;
- drift from the person's purpose.
AIOS therefore treats delegation as a semantic and operational contract. A branch receives a bounded world, performs a coherent line of work, and returns a product shaped for a named receiving object. The branch remains a temporary composition of intelligence, not a new sovereign center.
2. The distributed-cognition model
Branches return; judgment reintegrates
Bounded branches work from differentiated ground, then return evidence to one comparison that can change a receiving object.

Follow the split from one commission into separate branches, then the convergence of returns. The branches do not vote: their evidence, assumptions, and limits are compared at the receiving altitude, and the person accepts any consequential delta.
The branches do not vote. A receiving judgment compares the evidence and assumptions that produced their differences. The person retains authority over any consequential delta, while exact operations remain separately permissioned.
Each branch is a concurrent bounded frame: it carries enough of the parent purpose to remain relevant, an immediate charge and local evidence suited to its role, and only the durable domain ground warranted for that work. The system can preserve several such frames at once. No branch or model invocation is assumed to see the complete knowledge system, and the receiving line does not need their hidden reasoning; it needs sufficient products, provenance, assumptions, limitations, and semantic deltas to compare and reintegrate their contributions.
This is a functional decomposition of cognitive work, not a literal emulation of brain regions, human faculties, or consciousness. Researching, planning, composing, reviewing, and integrating name different operating conditions and responsibilities. Separating them can reduce interference and create checks and balances, but only if their context grants, methods, and return contracts are meaningfully different.
3. A complete commission
Every assignment should be understandable without ambient memory.
It should contain:
- Parent bearing — purpose, outcome, and why this branch matters.
- Exact charge — the question or transformation, not a broad topic.
- Granted ground — selected sources and their standing.
- Withheld ground — what is intentionally absent and why.
- Scope and tools — allowed search, methods, systems, and source boundaries.
- Mutation ceiling — what may be read, created, proposed, or changed.
- Privacy and external-action limit — what may leave local custody or affect external systems.
- Expected product — findings, artifact, comparison, test, or another semantic result.
- Receiving object — the decision, plan, document, or project region the return can change.
- Evidence discipline — provenance, assumptions, limitations, and dissent requirements.
- Latest useful return — when an incomplete result is more valuable than continued work.
- Stop condition — including how to return a bounded unknown.
Commission composition across resolutions
A complete commission does not require the whole knowledge system to be present. It requires the smallest composed world that can preserve the system's identity and let the branch perform its assigned judgment:

The governing ground carries the purposes, invariants, definitions, and authority boundaries that must traverse into the branch. Task-relevant practices and examples show how those principles behave at the present boundary. The task contract fixes the charge, receiving object, acceptance criteria, and mutation ceiling for the duration of the assignment. "Fixed" prevents silent drift; an explicit revised commission can still replace it.
The larger corpus remains reachable rather than continuously present. Deeper descent should answer a named uncertainty, evidence need, or exactness requirement and should be recorded in the context warrant. If the branch discovers that essential ground is absent, it should request or perform a permitted question-led expansion rather than silently inventing a default or omitting the issue. This keeps context composition purposeful without turning an initial packet into a cage.
Constitutional ground and pattern libraries remain scoped, versioned, attributable, and reviewable. A recurring correction may create a candidate for promotion, but no correction becomes a permanent rule merely because it recurred. The same governed promotion process that protects the knowledge system from weak memory also protects delegated work from accumulated instructions that have outlived their purpose.
4. Intentional information asymmetry
Not every branch should receive identical ground.
Withholding can protect:
- independent evaluation;
- adversarial testing;
- alternative formation;
- privacy;
- bounded attention;
- role separation;
- avoidance of anchoring on a prior conclusion.
The withholding should be explicit and disclosed in the return context. Hidden asymmetry makes disagreements difficult to interpret.
5. Independence must have a purpose
Useful independent branches include:
- different source populations;
- alternative methods;
- domain specialists;
- evidence versus field-operational perspectives;
- creator and independent reviewer;
- optimistic and skeptical mechanism tests;
- red-team or failure analysis;
- disjoint artifact production.
Opening multiple generic agents with the same prompt and sources creates numerical variation, not necessarily epistemic diversity.
6. Return sufficiency
A return is sufficient when it:
- answers the actual charge or explains why it cannot;
- traces consequential claims to evidence or marked inference;
- discloses scope, assumptions, limitations, and unavailable ground;
- preserves material counterevidence and alternatives;
- states the delta for the receiving object;
- identifies further work required before consequence.
An impressive standalone report can still be an inadequate return if the directing line cannot tell what it changes.

The schema is illustrative. The branch should be able to reason, qualify, and surface an unexpected result in readable natural language before packaging the return at this non-authoritative boundary. Structural compliance makes the product exchangeable; it does not make the findings true.
8. Four reintegration judgments
1. Read the return against its commission.
2. Compare it with other returns and current accepted ground.
3. Determine the semantic delta for question, plan, artifact, or decision.
4. Close, redirect, split, park, or continue the branch.
Reintegration is not automatic merging. It is a new judgment at the parent altitude.
In the reasoning-turn envelope, a branch return enters the parent's landing and integration function. The parent does not inherit the branch's conclusions by default. It interprets the returned product at the receiving altitude, settles any warranted standing, exposes unresolved implications, and renews only the ground that the receiving judgment and valid authority actually change.
9. Comparing conflicting returns
When branches disagree, compare:
- whether they defined the object the same way;
- source scope and source quality;
- time horizon;
- populations or cases covered;
- assumptions;
- method and evidence standard;
- deliberately withheld ground;
- blind spots and unavailable evidence;
- uncertainty;
- what facts they actually agree on;
- what is a true contradiction;
- what value or authority decision remains with the person;
- which evidence would discriminate among accounts.
Do not average incompatible conclusions or count branch votes.
10. Roles in a multi-agent team
A distributed team can combine:
- directing or planning line;
- source-specific researchers;
- domain specialists;
- artifact composers;
- independent reviewers;
- integrators;
- operational executors with bounded effects.
These are temporary or reusable assignments over the same cognitive forms. The system does not require a permanent organizational chart of agents.
Checks and balances, not agent count
Separation creates a useful check only when the roles have genuinely different evidence, methods, evaluators, permissions, or authority. A creator and reviewer using identical context and the same model can reproduce the same blind spot. Independence may require different source sets, deterministic tests, an adversarial method, another model, or a person with domain responsibility.
Generation, evaluation, authorization, and execution should not silently collapse into one branch. This functional separation is the check-and-balance mechanism; multiplying interchangeable agents is not.
11. Shared purpose, different local worlds
Each branch should know enough of the shared Why to remain relevant, while receiving a local How suited to its contribution.

12. Communication with external agent systems
AIOS can act as a semantic boundary manager between the person's local knowledge system and external agent infrastructures.
Outbound communication can package:
- purpose and receiving object;
- exact context grant;
- source standing and privacy classification;
- allowed operations;
- expected response grammar;
- provenance and evidence requirements;
- stop and return conditions.
Inbound communication can be normalized as:
- returned product;
- source and system identity;
- evidence and tool-use record where available;
- assumptions and limitations;
- proposed semantic delta;
- no inherent authority over local canonical files.
This creates a stable local intelligence boundary even when external agent technologies change. Remote capability can contribute evidence or a proposal without acquiring custody of the complete local context or authority over canonical files.
13. Shared work and local sovereignty
Future collaboration can preserve:
- local canonical copies;
- explicit shared subsets;
- authorship and attribution;
- review and approval state;
- organization and project scope;
- source and relationship lineage;
- conflict and merge records;
- permissions for what may leave local custody.
Collaboration should extend the same file and companion architecture rather than create a separate hidden knowledge system.
Where domains or organizations exchange work, the return can travel under an attestable evidence contract containing the purpose, source and artifact versions, identities, permissions, model or system used, tool records where relevant, proposed delta, tests, approvals, and revocation path. A signature or attestation can establish origin and integrity under a named scheme. It does not prove shared meaning, truth, freshness, legal authority, or certification. “Certified” should be reserved for a package governed by an actual certification authority with defined scope and withdrawal conditions.
14. Example: independent architecture decision
Parent question
Should a statewide service use one shared platform or interoperable local systems?
Branch A
Tests rule consistency and audit through a shared-platform prototype.
Branch B
Studies migration and operational continuity across local agencies.
Conflict
Branch A favors centralization; Branch B favors federation.
Reintegration
The directing line separates common eligibility logic, transaction platform, local case management, audit, and migration sequence. The returns no longer appear to disagree on one indivisible object. A hybrid becomes earned only if the untested cross-system audit assumption is validated.
The value comes from structured difference and reintegration, not from choosing the more confident agent.
15. Failure modes
Ambient-memory commission
The branch cannot work without reconstructing the parent conversation.
Broad-topic delegation
“Research this” creates an unbounded report with no receiving consequence.
Consensus theater
Several agents repeat similar views and are counted as independent agreement.
Return dumping
Products accumulate without comparison or integration.
Hidden withholding
Branches receive different ground, but the asymmetry is not disclosed.
Authority leakage
An external agent's recommendation mutates local accepted work.
Branch proliferation
The person can no longer understand the live field or reintegration burden.
16. Research evaluation
Evaluate:
- commission completeness and branch comprehension;
- epistemic diversity versus redundant variance;
- provenance and limitation quality of returns;
- ability to preserve material disagreement;
- reintegration time and accuracy;
- improvement in plans, decisions, or artifacts;
- branch cost relative to information gained;
- rate of authority leakage or file collision;
- resilience across external agent providers;
- human ability to understand the distributed field;
- coordination turns, token and latency overhead, handoff loss, and correlated error;
- comparative performance against the best single human, model, or simpler workflow.
17. Research connection: coordination is conditionally useful
AIOS proposes distributed work where independence or specialization serves a named receiving judgment. The research strongly cautions against treating combination itself as intelligence. A preregistered meta-analysis by Vaccaro, Almaatouq, and Malone found that human–AI combinations often augmented unaided people but did not, on average, outperform the better standalone party. In a matched-resource systems study, Kim and colleagues found that multi-agent coordination could help decomposable parallel work yet impose large losses on a sequential planning task, with benefit changing as models became more capable.
These findings support the branch budget, stage-specific evaluation, and best-component baseline. They do not show that all multi-role architecture is harmful or that the complete AIOS system cannot produce interaction-dependent capability. They show that decomposition must earn its overhead. The empirical question is whether a particular arrangement improves accepted outcomes after coordination turns, handoff loss, correlated error, computation, and human integration cost are counted.

The final authority problem is therefore not “which agent is in charge?” It is how each judgment and effect receives the right scope, standing, and consequence. Guidance without cages develops that boundary.
